The water heater's safety unit is leaking a lot. Is this normal?

If the leak is heavy, the pressure in the system's water supply is too high. This is often the case at night, when water consumption is reduced. The solution is to install a water pressure reducing valve adjacent to the safety unit. A sanitary expansion tank may also be installed to mitigate water expansion and avoid the safety unit opening too far.
